Jean is better than Mizuki
I'm not really an expert in this field, but I genuinely think that Jean is better than Mizuki in damage and gameplay wise. I just gave Mizuki an artifact set that gives 65% crit rate and 80% crit damage and 1k atk, gave her a weapon that has 221 elemental mastery, and leveled all of her talents to lvl 6. SHE DOES 500 DMG WITH ELEMENTAL SKILL AND 1K WITH CRIT. Like you could argue that her subsequent damage does the job somehow, but her gameplay is so boring, you just fly around and you don't have to do anything. I honestly rather play with Jean.
It's just a rant though.

She’s also very pretty.
They're equally good at applying VV, but Jean is an infinitely better healer, can apply Anemo to the active character to cleanse unwanted auras, can infinitely CC certain enemies with her unique charged attack and abuse fall dmg with her skill, and she works with characters whose off-field DMG requires normal attacks.
What's Mizuki's upside? Her skill *might* help you in exploration a bit?
When the new standard selector rolled around, I didn't have a Mizuki on my account. I chose a Jean constellation instead.
While it is true that Jean currently holds higher meta value than Mizuki, it’s not really because of her dmg. Also you are building Mizuki completely wrong.
Mizuki’s role is to drive off field skills and provide buffs to those off field units. She also buffs swirl dmg done by the team. At C2 she gives a Kazuha-esque elemental dmg buff to these off fielders as well. Finally at C6 she allows Swirls to crit at a 30%/100% ratio, similar to how C2 Nahida and Lauma allow blooms to crit.
This means Mizuki’s DMG comes entirely from **swirl reactions**, meaning you want maximize the EM on her. ATK and crits mean literally nothing for her and thus you don’t build her like you would build Jean (who wants ATK). You build Mizuki like you would build Sucrose (EM and possible ER if you want to burst).
Now is her kit actually practically good? No, not at all. The way her buffs work want you to have 2 PHEC units and an off field anemo swirler to capitalize off of Mizuki’s swirl buffs alongside herself. The problem is that the only off field swirl DPSes there are, are not really strong in said scenario. The two being Kazuha and Venti, who are often used simply as supports in an off field capacity (Venti is an anemo DMG DPS while on field, but this clashes with Mizuki as I’ll explain).
One problem with Mizuki’s kit is that she is forced to stay on field while she buffs swirls. So any actual Anemo DPS that would benefit from her swirl buffs cannot be used with her due to them also wanting to be on field. If Mizuki was allowed to swap off field during her skill duration and keep her swirl buffs, she would actually have a genuine niche similar to how Jean herself operates (but leaning towards buffing the team’s PHEC DMG).
Another problem is that her buffs are just way too small. At talent lv9, she buffs swirl dmg by 0.42% per EM. That means with 1000 EM (which is her EM goal), she is only increasing swirl dmg by 420%. This sounds nice; your swirls are doing 4.2x dmg. But the problem is **swirl sucks**. Swirl’s base DMG is the second lowest of all elemental reactions (the lowest being burning). And the rate at which Mizuki can swirl isn’t very high (partially due to ICD), so your DMG from swirls ends up lackluster even if you are buffing say Venti or Kazuha’s swirl dmg.
Mizuki also doesn’t buff the party’s EM like Sucrose does, so she ends up being worse as a driver.
So you are right that Jean is better than Mizuki (frankly literally every anemo character is, even Jahoda); but not because Mizuki does no dmg. It’s because she hogs the field which defeats the whole point of her kit, and her swirl buff multipliers are way too low to matter.
In theory this makes sense; she increases your anemo DPS’s swirl dmg while still allowing them to focus on crits and atk. It’s kind of like how Lunar charged works now except they way it’s done is different; the hydro/electro DPS isn’t going out of their way to stack EM. They’re going to just keep building their regular crit stats.
The problem is that it currently has no practical application, partially because Mizuki hogs the field so she can’t actually buff any of the current anemo DPSes (Xiao, Wanderer, on field Venti, Chasca, Varka), and there are essentially no anemo subdpses (unless you count C6 Faruzan, but why would you run Mizuki in a triple anemo team).
There was a floor in the early days that Jean was op. There was another whereby sunfire cooked the shields
In Fontaine when they first introduced the operatives she def soloed the floor abusing fall damage.
They do different things one drives and one is an amazing healer (never built her for that yet she overheals like 19k on everybody thats close to 80k in one second lol I dont have another healer that gets even close for how fast it is) and has like the highest poise/stagger damage in the game for a sword user not even including her skill her CAs can f up a metachurl.
From to time to time she bobs up and is straight killing Stygian for the past 3 cycles.
Gameplay wise Jean hard carried from AR 1 - AR 50 I do think for a new player shes kind of cheat code by how many fights she invalidates and how tanky she is. My one soloed Signora and Raiden both fights were a joke to her
Real Grandmaster sht.
two healers, but with two totally different roles..
Jean is a slow moving healer with mid Anemo Application, with constant healing therefore and a focus on Damage Mitigation when constellated, with her Speciality being Crowd Control, as you can let small Enemies float in the air for a while immovable with her unique Charge Attack, that no other Sword Character has, and her E Skill with that you can suck up small enemies and launch them away into either other enemies, or to their death down a cliff, or simply supr high into the sky for absurd Fall Damage shenanigans for which she is loved in Endgame Content, where you can abuse this mechanic to your fast clear profits, as MHY seems to have no issues with making usage of this mechanism to defeat that way enemies with millions of HP in a smart way, as long you can launch them into the sky and aren't immune to such CC effects
Her Burst Skill allows you unique Damage Mitigation, which is somethign not many Genshin Characters possess, if you are one of the lucky people, that have her C6 that is, as her Burst cuts off all incoming damage by slightly over one third (35%).. combine this with other damage mitigation skills, like Xingqius ability to reduce received damage, or have a high invested Clorinde, , and you can become with Clorinde basically 100% damage immune that way.
Mizuki is as Catalyst user designed around 100% Anemo Application, her speciality isn't Crowd Control. Her Speciality is Mobility and Exploration Comfort, as also Evasion, due to her fast Mobility, which makes it very easy for you to evade all incoming attacks, because of her fast movement, which lets you save using your Stamina for evading attacks, that would run out for a Jean much faster, than it does for Mizuki, because Mizuki doesn't rely herself on Stamina to evade attacks, she is so fast moving, you don't need basically ever Stamina on her.
Plus Mizuki may not deal as much direct Damage as like a Jean, but based on her playstyle, and especially when constellated naturally, deals massively much more Swirl DMG than Jean, because thats everythign Mizuki does all the time, swirling constantly as Catalyst Wielder, and due to her massive EM, compared to Jean and her kit design increases even how well her EM scales up the Swirl DMG and her constellations boosting massively on top of that her Swirl Damage to huge amounts - enables Mizuki to easily keep up with the damage of Jean, to the point, that she easily surpasses Jean in very crowded battles with tons of enemies she constantly can swirl around, because Jean simply doesn't have the same amount of Anemo Application, like Mizuki has it.
Jean is more useful in a defensive battle, like when you have to protect those Steles in the Abyss to get not attacked, when you can catch enemies offguard with her E Skill and just launch them away from the Stele.
Mizuki shines in offensive battles with alot of enemies, where you don't have to fight defensively, where not crowd control is needed, but just constant massivel AoE DMG to quickly thin out the amounts of enemies from all the AoE Damage Spam, which is why her C1+C2 are so important. The difference between a C0/1 to C2 Mizuki is like day and night in regard of Team Support, when suddenly all her EM buffs all Elemental DMG for all other Team members, which is something Jean can't do, she can't "buff" just with her presence the DPS from all other PHEC team members, like Mizuki can based on her EM, and if your Mizuki has like 1000 EM, then thats with C2 a whopping 40% DPS boost for any PHEC team member by just her being there in the team, without needing to do anything for that DPS increase of the team. Something a Jean can only "dream about", pun intended.
Both can use VV.. however Mizuki has another Character Buff advantage over Jean, because if you seriously need that buff, Mizuki can use TTDS for another 40% Damage Buff for your Main DPS, Jean doesn't have such a trump card in petto, if neccessary.
Bennett, Xingqiu, Xiangling, Fischl and Sucrose came to mind, those are the TOP 4 stars even after 5 years of game play. you also got the Primordial Jade, the sacrifical and favonius series of weapons that is simply unmatched in their versatility even today.
You don't ask a fish to climb a tree and call it bad when it fails. Give a fish water and it will swim perfectly well.
