Nibelung imprisoned The Moon Sisters and turned the moons into weapons. HP didn't know they had been imprisoned, so he thought they had sided with Nibelung. Hence why he did what he did.
And we have no first hand account of what actually happened when HP first came to Teyvat, nor do we have **enough** first hand accounts of what happened during the Funerary War to give us the full picture of that event.
There's aaaloooot of lore about "stars dying" "sky's going dark" because of the Abyss. HP is simply hiding Teyvat from that ongoing porentially universal disaster.
