What is the theoretical highest EM currently possible for a character?
Disclaimer\* : This is only a characters personal EM without external help from other characters except to proc passive talent and weapon buffs and no domain or endgame mode buffs. This is also me doing not so in-depth research so please correct me if I am wrong..
1) First character wise Lauma is the best since she starts out with 200 EM and her ascension also gives 115 EM at level 80/90 with the total being **315 EM**.
2) In terms of artifacts:-
\-For sands goblet and circlet is simple which is 187 main EM stat and all 3 together it is 561EM.
\-For feather and flower substat, the highest EM substat you can start with is 23.31 (The game displays 23 since it rounds to the nearest integer when displaying the value but doesnt do so curing calculations.) and you can get the same for every substat roll. So if you have a 4 substat artifact with one of them being a 23.31 EM substat and for all the 5 rolls you get 23.31 on that EM substat you get a total 23.31\*6 = 139.86 EM (which the game displays it to 140 EM). So if both feather and flower have 139.86 EM, that is in total 279.72EM.
\-Finally you can get 80 EM 2piece bonus with certain sets so with two 2 piece sets like this that is 160 EM more.
\-So in total you can get 561 + 140 + 160 = **1000.72 EM**
3) Finally for weapon, Lauma's signature wepoan is the best since it gives base 265 EM and and an additional 120 Em if there is lunar bloom reaction. So in total that is 256 + 120 = **356 EM**.
Note - (Even tho mizuki signature weapon can give 248 additional EM, Lauma cannot trigger swirl so thats 120 EM less and IDTS her burst "hits" enemies so thats 32 EM less in total losing 152 EM and gaining only 96 additional EM. If a character like Mizuki is used, she doesnt start out with the 200EM like Lauma... So Lauma + her signature has 48 EM more than Mizuki + her signature).
So I think the grand total for a character's personal EM is 315 + **1000.72** \+ 356 = **1671.72EM**.
Again please let me know if I have made any errors or I have missed something anywhere.
Also about other characters in the team giving her more EM, I really dont want to go through all character's talents and also weapon passive buffs too. If anyone already knows the answers to these, please let me know!

And if you were to use Gilded for the Artifact set, then you could get an extra 80 EM + 150 EM.
If we use C2 Kazuha's burst and C6 Diona's burst that's an extra 200 EM each. If protected by Citlali's shield at C2, that's another 250 EM.
That (and using Citlali's weapon at R5) would give a total of: 115,2 + 250 + 160 + 561 + 279,72 + 80 + 150 + 456 + 650 = **2701,92 EM**
So unless you’re fighting an enemy with an aura compatible with dendro, you can’t get the GD buff. So just a little caveat there. It doesn’t invalidate your comment, but it does add an asterisk to it.
Also R5 Sunny Morning Sleep-In gives 761 EM (265 + 240 + 196 + 64), so it’s still a better idea to go with Mizuki over Lauma even if she doesn’t have the 200 base EM start because 505 + 200 = 705, still less than Mizuki with her weapon giving 761.
Mizuki’s A4 passive also gives her 100 EM when party members hit opponents with PHEC attacks while her E is active.
Artifact theoretical max rolls for each flower and feather is 139.86. So 561 + 139.86 * 2 = 840.72.
Since we are ignoring buffs from other characters (like Sucrose/Nahida/Kazuha EM share), the artifact set with the best EM increase would be Gilded Dreams with 3 characters with different element to the holder; giving a total of 80 + 150 = 230 EM.
This means Mizuki can get 115.2 from as ascension + 100 from A4 + 840.72 from artifact stats + 230 from Gilded Dreams + 761 from weapon = 2046.92.
Theoretically you could instead go Sucrose + Nahida + a PHEC party member. In that case, 2pc 2pc EM is still not better as 160 < 180 from 2 stack Gilded Dreams. You would lose 50 EM for having Sucrose on the team, but make that 50 back from Sucrose’s A1 talent. Sucrose would give 20% of her EM + 50 from her A1. C2 Kazuha gives 200 but we still need a PHEC member to trigger both Mizuki and Sucrose’s passives, so we have to cut him out as he gives the least EM here. This also allows you to trigger an elemental reaction to get Instructor’s 120 EM buff, and trigger Gilded Dreams’ 4pc buff as well.
As for that final PHEC member, C6 Diona gives 200 EM when a character in her burst field is over 50% HP (which will be the case as Mizuki also heals herself). Giving her R5 Elegy For the End will further increase EM by 200, but Diona is inconsistent at actually triggering this buff. Still, that’s 400 EM which is the most EM a single character can give.
C2 Citlali gives 250 EM to a party member protected by her shield, but even if she holds R5 A Thousand Floating Dreams as well, she cannot beat Diona + R5 Elegy’s 400 EM buff.
Neither Citlali nor Diona can hold 4pc Instructor here as the holder must trigger a reaction and they cannot interact with dendro aura while anemo cannot have an aura, so Sucrose must hold it.
Instructor’s theoretical max EM is less than other sets. Max EM for mainstat is 139.3; max substat is 74.6. We are allowed one off piece so the max EM with Instructors is 187 + 139.3 * 2 + 74.6 * 2 = 614.8 EM.
Since Sucrose’s buff has no cap and is fully dependent on her own EM (external buffs to her don’t count), her theoretical max EM with R5 Starcaller’s Watch gives and 4pc Instructor is 614.8 + 465 + 80 = 1159.8, resulting in a buff of 231.96 EM. Add on the 48 EM buff from the weapon’s passive and you are buffing Mizuki by 279.96, plus 120 from Instructor’s passive = 399.96.
Nahida can also hold an R5 A Thousand Floating Dreams, giving 48 more EM to Mizuki.
Unfortunately you cannot make use of Silken Moon at all as nobody on the team gives Moonsign, and Jahoda even with R5 Elegy gives less EM than Sucrose. Not that it matters because Elegy cannot stack and you’re already using it on Diona. Although if you were cheeky and did Selenic Chronicles to get Ascendant Gleam, technically Nahida could hold it for an extra 120 EM buff, but this is very conditional to Nod Krai only (and so I’d count that as something akin to a food buff; you can’t use it everywhere).
So the grand total would be 2046.92 from Mizuki herself + 298 from Nahida + 400 from Diona + 399.96 from Sucrose) = 3144.88 EM.
