Two things can be true at the same time:

1- This is idiotic game design

2- You're overexaggerating to an embarrassing degree

Alice minivoiced quest is far too short to be sitting on it for months and then complain when a piece of content which is literally 5m away is "blocked behind the full game story"

This is a you problem and not the games fault. This game is story focused so you should always do the story first and the world quests that way you would have this non problem. Also chill out it's not that serious it's just a game.
