Looks like that it's that time of the year again when this needs to be explained. You probably did Mondstadt commissions a few days ago, and this one is an emergency follow-up commission that will show up no matter what region you have your commissions set to

Could this "giving you access to commissions outside your preferred region" be because there is an achievement at the end of that commission series you are actually so weirdly given access to anyway?

Some commissions automatically lead to a follow up commission. They will override your region preference until completed.

I take it you switched to Nod-Krai within the last few days?
This commission is guaranteed to trigger after doing "Whispers in the Wind", the commission where you find Dandelion seeds for Glory. Even if you change regions, you will get "Long Distance Love".
There are a bunch of commissions that work that way. For instance, if you kill the ducks Timmy asks you to feed, you're guaranteed to get the commission where you need to apologize to Timmy.
