Small question: what does this actually do? Does this mean I'll meet character as like a story quest or will I get them?

It means you will get an anecdote with them

A short voiced interaction. Usually 3 in a short story chain. Some interactions give items (Aino for example)

Not always voiced. Some of the older ones are still missing English voicelines, so only Nod Krai characters are 100% guaranteed to be voiced.
