Are these the best 4 Teams in the Game?

Mavuika CO R1, Citlali, Bennet, Iansan C2
Nefer C0 R0, Lauma, Bina, Sucrose
Flins C0 RO, Ineffa, Bina, Sucrose
My base line Cost for 1: 5 star limited, Cons, Sig, c6 4 star applicable to meta (Chevy, Iansan, Aino, Illuga)
Fischl, Bennett, Xingqiu comparitvely are 0 cost (too many ways to get them, shop, events, and are all top 3 on showing up on banner runs, Bennett clear number one).
Standard 5 star + C1 is free (Selector plus ongoing event)
No BP weapons. All of these teams are 3 cost
What I got out of this Sucrose is the best character in the game. And Mualani is a f2p GOAT

Mualani is currently Top 6 I think so you were not far off. Though Zibai will move everything under Flins one spot lower pretty soon.
Skirk is 4 cost
Varesa has the c6 problem of Chevy and Iansan
