Ignoring the fact that this isn't out yet, I don't really see how this proves that Zhongli is the strongest archon. Plenty of characters can rival the "divine", like the Five Sinners, Archons themselves, the highest ranked Fatui Harbingers, the Seven Sovereigns, etc.

Yeah, Mavuika is still the strongest imo but Zhongli being confused for an angel by Zibai is definitely note worthy

"the Five Sinners" Doesn't prove much since each of the sinners could solo all of the archons at the same time, I agree with the rest though

Yes, she is very strong, she is able to go one-on-one with The Captain, defeated Gosthyoth, broke through the Firmament, but at the end of the day, she's only human. A human with lets say, 30 years of battle experience at most and one who tends to hold back. She will die one day quite soon and all her powers will be inherited by the next Pyro Archon.
Zhongli and Ei both took part in the Archon War, both have slaughtered SEVERAL gods, and both have millennia of battle experience. Ei has casually one-shotted gods without a second thought and several gods have been mentioned to be massacred by Rex Lapis.
Perhaps they've gotten far weaker after losing their Gnosis, if that even matters. Mavuika still has her Gnosis. If that's what you're implying I'm inclined to believe Mavuika would be stronger than Ei and Morax without their own Gnoses, but with them? Yeah.. I think those two would easily be stronger.
Thats just my interpretation though, you may see things differently.

how is maviuka the strongest ..? i never got how people assumed maviuka to be strongest - can you elaborate because as a matter of fact maviuka's age is 20 -25 years at best - has no experience and needed way too outside power ups and still barely came out on top in abysal crisis of natlan

yea she isnt out yet xd they need to chill before making claims
but although at that time when zibai said it - it was only shades and moon goddess who were present as "divine" ( other gods werent present and neither zhongli was a god then )
