First of all you have too much crit rate (you get the 30% with ascendant gleam, which you get with 2 moonsign characters in your team)
For the rest I can’t really think which sub dps would be best as 4th slot but I can say that they have to wear the silken moon’s serenade set for the biggest buff.
And I know you only asked for Flins but I recommend energy recharge on Columbia because her burst is the one that gives lunar reaction dmg bonus :3

Fischl will be the best offensive option as she gives an attack buff after witch's homework. Sucrose should hold TTDS and Columbina should be using Serenade if nobody else on the team is.

I mean the answer is in the title. Pretty sure ineffa is a higher priority than columbina for any lunar charged team.
I can clear dire SO with yae/ineffa/columbina/sucrose, but if i remove ineffa any other combination just feels so much worse and can barely clear fearless then.
Still somewhat works when i replace columbina with aino, but ineffa is kind of irreplaceable.
