Nilou when she finds out what you did to that cardboard cutout

It’s still wild to me that we can get up-skirt shots of all characters like this, and we can clearly see that it was intentionally designed, but when we are in water, it all gets blurred. Like, why? We’ve already seen it. What difference does it make?

Haha yeah. I think the main reason for the fart bubble censor was, that at the time, Hyv was under CCP surveillance.
Also why Mona, Jean, Rosaria and Amber (WTF) got new, less revealing outfits that are mandatory in CN.
They probably just wanted to play it extra-extra safe with the underwater stuff.

I think the difference is in most cases the view is just for a split second during an animation, or the player has to deliberately maneuver the camera to get a look. While swimming, though, there's no reasonable place to default the camera angle that doesn't look right up the skirt for characters that wear one.
The first case is simply an artifact of having character in skirts doing acrobatic moves. The second is a choice made by the player. But the third is a choice the game is making FOR the player - and for the game to force you to stare at a character's nethers for extended periods of time could be seen as lewd.

Then move the character down into the bottom half of the screen, below the camera aim point/direction of movement.
Not only would you not need the censorship diaper, because the back of the characters' clothing would be naturally covering their crotch, it would also be a more typical camera position for 3d movement - I don't think I've seen literally any other game where during swimming or flying, the game plops the character down dead center in the screen like Genshin does - that space is generally reserved for allowing the player to actually look around and focus on the environment.
