Focused Experience Mode is still not working properly during events; I had to complete all of Raiden and Citlali's quests just to take pictures with Yae Miko and Citlali
I had started the very first part of Raiden and Citlali's respective quests, but never got around to finishing them. For some reason, this prevented me from taking pictures with Yae Miko and Citlali. I had to finish all of Raiden's quest to take pictures with Yae Miko, and all of Citlali's quest to take pictures with Citlali. I barely finished just in time.
All of this was despite Focused Experience Mode being active. What was the point, then?
*Honkai: Star Rail* seems to have a much more functional version of this mechanic. The player can simply declare characters to be freed up from whatever is tying them down.

The photo event is not a quest
Doing otherwise means that a player might have to complete an hours-long quest just to interact with characters for a few minutes during an event.
You went to the night winds tribal chronicle page clicked to start Citlali quest then never did it.
You went to the character quests menu, unlocked the Raiden quest with keys, and even click start the quest and never did it.
But somehow it is the games fault that you have a chronic inability to not click "start quest" for quests you have no intention of starting....
Bruh we gotta love this new age of 0 accountability and where everything is someone or something else fault and never the fault of our own decisions and actions.
Unfortunately, *Genshin* is seemingly coded in such a way that despite being in Focused Experience Mode, a player has to complete **all** of Raiden's quest to take pictures with Yae Miko, and has to complete **all** of Citlali's quest to take pictures with Citlali.
This is endemic to *Genshin*. *Honkai: Star Rail* already solves this with a much cleaner version of Focused Experience Mode.
Why are people clicking on "start quest" for quests they have no intention of doing at the moment?
The character quests ask if you want to start the quest and you need to click 'accept', like how many guard rails do players like this need?
Like why click "yes I want to do this quest now" when you had no intention of doing it, these quests are not forced onto the player.
And this is also partly why past events won't be replayable. It will cause too many conflicts with current content.

Star Rail never had this problem because that game allows characters to be in multiple places at once, which Genshin doesn't like to do.
Focused Experience Mode was introduced in 4.6, well before Natlan's release. Citlali was still occupied until **all** of her quest was complete.

*Star Rail* still sometimes has conflicts (e.g. inside the Astral Express), but fortunately, there is an option to manually free up characters.
