As far as i understand the name cosmic is relegated for creature coming from outside the border of the world, but the fauna of Nod-Krai seems to all be native of Teyvat. Not much is known about Frostfin whales and their origins, however creatures like mandragoras seems to have a very high aptitude for Khuuvaki, which is a light-aligned power that was introduced to the land of Nod-Krai 400 years ago thanks to the moon goddess.
Perhaps if a frostfin whales absorb a very high quantity of Khuuvaki, it might evolve into a being that is capable to traverse the border and travel through the sea of stars. It's not a far-fetched theory if we draw a parallel with the All-Devouring Narwhal, but as of now there is no recorded appearance of such a creature existing on Teyvat, so i find the naming convention "Cosmic whales" a bit peculiar.
Obviously if the answer to my curiosity is found hidden in the game files or as leaked informations, please refrain from sharing them without appriopriate spoiler marks.
