Yes. Just link the account to a Hoyoverse account, and you can play on any device.
To do that, go to Settings<Account<User Center while in-game. From there, you'll be prompted to create and link a Hoyoverse account.

It's not a save. Your account is on a server. Just link your Xbox account to an email in genshin in the user center and then use that email to sign in on other platforms.
