Cinder city only buffs the two elements used in the reaction. If you trigger with Furina, only Hydro and Electro get the buffs.

if iansan can trigger a swirl reaction yes. Unfortunately that would require an anemo aura on the enemy which you can't get unless the enemy has innate anemo auras like the cube boss in 1.0.
