What says he can't be playable? He isn't playable right now but who says of the future. Even though I'm not really a Dottore fan I personally think all the important characters like Fatui, Hexenzirkel, Shades, Sinners all should be playable cause they're so important. So maybe he will be at some point this is clearly not the end for him.
If we go the other way and assume that well he won't be playable cause he did so many bad things which is probably what you're trying to say that how does this character that did bad things can be playable but not the other it would probably be two things. 1. Scara turned out the way he is by things happened to him in the past, and he wants to change while what we know of Dottore is that he was always evil and doesn't think he's in the wrong in the slightest. 2. Dottore did a lot more worse than Scara

Dottore's fate is also unknown, potentially dead. That didn't happen with this guy.
Scara wasn't killed when he was defeated. Nahida spared him, nursed him back to health and made him work for her. Dot doesn't look capable of change, and nor would anyone spare him.
There's still the possibility he has another segment out there who is less of a dick and could be playable.
