Both of them are in different fields and surtalogi explains himself that the power granted by abyssal energy depends on how the person nurtures it. Also on literally the same line that you’re referencing Skirk says that surtalogi has become multiple times stronger than even the initial 6/6 abyssal energy taken from the sibling. So no.

Yeah, they’ve both had 500 years to build on what they gained. R used hers to fuse with a Shade at some point, but has also been doing a lot of research that has no benefit to her besides satisfying her curiosity; the impression I get is that, at least post-fusion (since Alice mentioned Naberius has been a good influence on her), she only seeks to increase her own power if her research hits a wall. And given how much she already has, I don’t imagine that’s happened often, nor do I expect that she’d use brute force when being more creative could solve the problem.
Surtalogi only desires strength, period. Even saving and raising Skirk was motivated purely (as far as we can tell) by him believing her species had more potential than humanity, and thus could produce a worthy rival for him as long as he gave her the motive and opportunity to grow. There’s no reason to assume he’s done anything that *doesn’t* increase his own strength in some way since the day of the Sinners’ rebellion.

Even at the start wasn’t surtalogi missing limbs before he go the power which would put him below R and again all actually evidence we has shows power was split 6 ways each sinner plus a mysterious 6th person got 1/6 each

Just because they all channel Abyss energy does not mean they can all channel the same amount of Abyss energy.
That's how it works in the Wheel of Time series. Every channeler channels a different amount of saidin or saidir. Some can only channel a trickle while others can channel a raging river's worth. And then there are the artifacts that allow them to channel even more, up to possibly 100,000 times more.
At its heart Genshin follows a similar magic power structure.
Very few characters generate their own power. Nearly all of them channel power from external sources.

Yes you can argue that the life creation can be used as weapons (rift hounds and dragons dragonspine during for example), but unlike the two sinners we have seen so far, Rhinedottir looks fine. Like she doesn't have any abyss related damage or aesthetics probably because she has become fused with Nabareis (sorry if I butchered her name). Her doing that may have either lessened or outright gotten rid of the abyss energy that Rhinedottir had, or may have purified it instead of outright destroying it, in which case Rhinedottir will be quite strong
Surtalogi has been going through the universe beyond what we can see that is abyss covered and probably absorbing that energy as well. That would also include abyss tainted gods or archons most likely (or similar power scaled beings). Factor in he's been doing this for a *long* while, and it'd probably be either a clean sweep from Surt, or they don't attack at all and just have a catch up (yes that is where all that led up to. You're welcome)
