you still get them occasionally but it felt so disjointed that during a tyrannical dictatorship Traveler was like "eh i mean how many dollars you got"

Because Traveler has no stakes or commitment in all of that.
Up until Liyue, the Traveler only helped out so they could get information and get the locals to help them search for their sibling.
Imagine you are an alien, and all you want to do is find your sibling and leave the planet. Then after doing fetch quests for a couple months, you finally find them again and instead of a happy reunion, they tell you to f off and go meet them after visiting every nation. No explanation as to why.
Yeah, ofc Traveler is gonna be pissy and wanting to get it over with. Traveler eventually turns around after getting attached to the people there, and learned to take things slow. But Inazuma was a major turning point in their journey.

In any case, there are enough reasons to believe he is still around, but it will totally depend on when hoyo wants/needs to write his character back into the story.
The glitching is a obvious clue that can be used to justify it in the future, but the supposed morse code has no real footing.

1. iirc, this is the first time hoyo gave us 2 endcard for AQ
2. dottore basically antagonized every party: from the sinners, to shades, to the HP, to the fatui, to the tsaritsa and to us *(probably featuring the rest of teyvat as well since arle gave dori the go signal to report to nahida to be wary of dottore's threat to teyvat)*. it's gonna be pretty easy to make him relevant again.

Whether it is that hoyo still has plans for him, or that hoyo changed his plans and is phasing out of the story now in favor of some future characters.
Specially with all those mentions about beings from outside of Teyvat making moves after the mess Dottore caused.
I do consider him an interesting character so would like him around to some degree and the experiments we saw in this chapter make me think he had a pretty nefarious plan B available.
But wouldn't be the first time I get disappointed by a story moving past a promising villain to sell you on the new chapter.

Personally do think there's 2 Dottore stomping around since Sumeru. It was very well hidden in the details by the devs. You can read about my reasoning in this post:
