When listening to Dottore in Japanese during his boss fight, I feel his "defeated" voice line sounds like he took notes from the late Chikao Ohtsuka.

Maybe it's just how Ohtsuka sounded when he was voicing Dr. Weil in Megaman Zero, or maybe I have a skewed perspective of it, but does anybody else think he sounded like that? Or does Toshihiko Seki not sound like that at all?
