r2 fractured halo, or 2 r1s?

hey guys! i ended up with two of ineffas weapon, and i was wondering if it would be better to have two, or refine the one ive been leveling? is her weapon good for anyone else/would refining it be worth it?
my polearm characters are as follows:
kachina c0
xiangling c1
iansan c0
yaoyao c0
candace c0
and i havent invested in any of them
my ineffa is c1 and i am currently playing her with columbina, keqing, and mona, and i plan to swap out keqing for neuvillete when i get him

Generally it's better for 2 R1s

Even though the passive is not fully utilized, it can be a good stat stick

For your case, I think Xiangling can use it and can utilize the atk buff passive

Or maybe simply save it for future chara, or i.e. if you pull for Flins)

R2 is better in my opinion, especially since you don't have many characters who can use it.

They say it´s better to keep 5 star weapons unrefined but I personally wouldn´t resist the temptation to r2, besides, this will only give mostly statsticks since only Ineffa is into lunar stuff.

Fractured halo is the best generalist polearm in the game. You should keep 2 copies.

It's literally just a better homa on every character not named Hu Tao.

For characters with ~300 base atk, you need >27000 hp for homa to be better. That's not happening for any atk scaler.

it's 608 base atk, 66.2 cd, 24 atk% after using skill / burst for what can generally be useful

2 r1s,even though the polearm is pretty character-specific,so simple,if you pull often(whale or dolphin),sure,r2,otherwise,never merge 5 star weapons,simple.
