The whole point is to force you to log on every week for the duration.
6.x is kind of unique in that it's the only region (other than 1.x I guess) where it's impossible to give the archon/equivalent their custom wings as soon as you pull them.

Judging from the past regions wings are always the last part of the weekly quests so it makes sense here to be the last one

Funnily enough they've sped up how quickly you get points to level up in the other regions' reputation stuff so you can get those wings even faster than you used to be able to. Which is likely a lot less than 4 months. So it makes getting these seem like it takes even longer in comparison.

Plus other special items became purchasable recipes from the blacksmith. Like the NRE and that mass tree "harvester".

I just used the first blue wing that was available to use early in the game since Columbina was Hydro anyways.

These are probably going to be the first set of wings I'll never get. I don't even know what Rep I am right now, can't be any higher than 2 that's for sure and normally I am on top of the Rep situation more than anything in a new area because the wings are so important.
It's just one more aspect of Nod Krai that I hate and one more aspect of the game they've shoe-horned Paimon into for no good reason and I'm tired of it. I wish they'd just kill off the traveller and rename the game at this point, just so they are honest about their intentions with regards to who the real MC is. \*sigh\*

Setting aside your Paimon rant, in Nod-Krai the wings are not tied to reputation. They're tied to the visits you make to Columbina each week. You can trigger encounters with her in Silvermoon Hall (her home) once per week. Trigger eighteen encounters, and you get the wings.
There IS a reputation system in Nod-Krai (or, rather, six of them), but they work like the reputation system in Natlan where you build reputation with each faction than for the nation as a whole. The wings are not tied to this system, however.
