Hoyo has never pretended to care about linking characters to boss materials that suit them. It's always simply been a recent boss, and one with fewer than 3 characters using its materials for the post-1.0 bosses.
Local Specialities on the other hand are consistently within the region that the character belongs to, with a notable exception of Childe (for obvious reasons).

Aloy and Skirk found dead in a ditch. Also, Ineffa uses a Natlan specialty and Durin uses a Nod-Krai specialty. One could argue that Ineffa is half-Natlanese because that's where her core's from, but Durin using Nod-Krai local specialty has no lore relevance.

Some characters do use items that can be cooked like Kaeya and Xiangling for ascension, but no one after 1.0 uses materials that's not a local specialty.

local specialty and cooking ingredient are not mutually exclusive. there are *many* local specialties (including recent ones, columbina for example) that are also cooking ingredients
kaeya and xiangling still use local specialties, but those specialties are also ingredients
no one *during or after* 1.0 uses materials that's not a local specialty

Yes, I know that materials that are local specialties can also be cooked. But they are still counted as local specialty, no? Also Columbina can use her ascension material for her specialty dish. But it's still a local specialty. Or did they just not call some materials local specialty at the beginning and just changed it to distinguish from other materials to tell players that this thing can be used to ascend your characters? Because I can see that in 1.0 every material was called just material, but they realized it may be confusing so they added distinction. Was it like that? I didn't play it back then, but I know that devs do stuff like that sometimes.

I assumed they added the distinction sometime after launch because of the "collect 100 local specialties" in the BP weeklies 🤔 But then people kept collecting the wrong thing and it didnt count towards the BP, so then they complained about it.
