I was wondering, will Sumeru extract oil right from the desert?
This question seems stupid, but let me say things short:
Since oil in Middle East served as a main resource for the world, Sumeru, especially in desert region, can also work as an great oil exporter.
Petroleum is the main resource for making fuel-running cars in form of diesel and gasoline. So it's no surprise that the petroleum millionaires were also from Sumeru.
So, what you think of my stupid idea of adding petroleum into Sumeru desert region?

I don't see the benefit of adding petroleum into Sumeru solely to match a real world counterpart.
if there were plants in the dragon world back then, than this is the place to find oil
First, if the entire world was covered in vegetation, then there'd be no special reason why Natlan would have more oil.
Second, you don't just get oil because there were a lot of plants.
To begin with, formation of fossil fuels requires specific low oxygen environments so that the carbon in the plant matter doesn't just get broken down and returned to the normal short carbon cycle, i.e., coal comes from peat bog environments, while oil comes from microorganisms deposited in low oxygen parts of the ocean floor. If Natlan's old biome was primarily typical fantasy forest, or even grassland, you likely wouldn't get fossil fuels of any kind; the carbon would just get broken down and released into the atmosphere.
Second, the type of plant matter you start with affects the fossil fuel you get at the end. The long chain carbon in terrestrial plants tends to break down in a way that forms coal, not oil. For oil, you specifically want algae and marine micro-organisms.
Even taking that world quest into account, no. You wouldn't expect to find oil in Natlan.
Does Inazuma's island chain include the southern Asian islands or are those part of Liyue?
Does Sneznaya have natural gas deposits?
Is there any oil on Teyvat?
If there is, was it used by earlier civilizations?
🇺🇸
No?
Then there's no oil.
