Maybe Skirk if you playing here for burst or maybe Eula is still the "nuke dps queen" (not talking about dmg lol), although Eula does some part of her dmg with her basics.

C6 Eula is miles away from being a nuke, nowadays. Tons of characters can eclipse her DMG, per screenshot or by DPS, and front-load it to boot. And it's not physical (alone) holding her back. Her kit is just completely fucked. She needs hexrei buffs to have any chance of recovering.
She might actually be the worst possible answer to OP's question.

Mualani is the correct answer if you are talking about full rotations
Otherwise any forward melt/vape character is a candidate (Mavuika being the prime) since you can choose to just use the nuke part. Outside that, Navia and Nefer are the only ones I can think of.

Nefer doesn't really nuke. Her dmg is spread out across 18 dmg instances, which is probably not what op is looking for.
Navia also just doesn't do enough dmg in her skill to be worth mentioning imo. It was decent in Fontaine era, but that dmg fell off very fast.

Mavuika at C0 but Mualani got a couple in the shed. In fact im not sure I seen a c0 Mualani do 2.2 mill in the abyss lol And 6.5 million at C0 on the Natlan guy with dropped res all 4 stars I dont think Mav C0 RO is doing that i seen 6.2 with the same approach
For her cost its quite absurd that her team is completely free with just recieving Sucrose, Mona and getting pyro MC and scales with Monas constellations.
Like just investing into herself rather than pulling for other limited 5 star characters.
