I think the fact that all the other (intelligent) dragon look like kukulkan is just a technical restriction because there's no way they would make different dragon NPCs for a world quest where they make an appearance once or twice.

Personally I'm having a lot of fun. The factory management is a learning curve and can be very confusing and the tutorials do an absurd level of handholding and info dump which makes things even more confusing but if you get the hang of the factory systsm and enjoy it then the game is fun. If you don't really enjoy the factory then the game is not for you
