In my personal opinion, Yaoyao isn't a bad healer, and she's got decent dendro application too, so she'd be good for both of those

i personally recommend always getting characters you down own just to try them as well as having a bigger roster of characters
If you only care about meta, probably getting xingqiu, gaming or xiangling is probably your best bet. yaoyao isnt bad either, its a dendro healer. dendro has the smallest 4 star character pool

Getting a con for characters you will use (Xiangling or Xinque) is often more beneficial than a single wish, or get someone you don’t have and get 3 standard wishes imo. Plus a new character is a new warm body for IT

Yaoyao or Ninguang. Yaoyao is a decent healer and dendro applicator, you get her skin by playing the event either way, so you'll have it already if you get her another time. Ninguang has a unique talent: she can show you farmable ore near you on the mini map regardless of nation, so she is great for farming. She used to be a great geo DPS, too but has suffered from power creep just like most early characters have.

Yao Yao is a quality character who you don't have yet, and is getting a free costume. She's a pretty strong contender.
Xiangling's another good choice, to bring her closer to that sweet, sweet C4 that all the sweaty endgame players crave!

If you want a meta answer I'd say
priority 1: xingqiu, xiangling or gaming. Xingqiu's hydro application is on par with yelan and his damage is also pretty good and becomes great at c6. Gaming is on par with hutao in terms of dps. Maybe even better and only needs c4 to unlock his full potential. They are the most premium 4*. Xiangling was the queen of offield till durin arrived. She is low investment high output.
Priority 2: lan yan. Amazing shielder, vv user, easy to build as well. Yao Yao as well. Good healer and dendro applicator. Baizhu replacment if you don't have him
Priority 3: Ningguang. If you have columbina then nigguang just got a pretty big buff with lunar crystalize and you get a new character for IT and a few standard pulls
