Illuga is already playable as trial in his quest and you can see his kit when you play him. The tldr is that he supports geo and lunar geo attacks and, like Aino, he can't enable lunar geo.

Not unless we get Liyue buffs like we did for Mondstadt, but regardless I don’t see Illuga buffing Keqing much anyway. She really needs dendro for her best personal damage, but even for lunar-charged, there isn’t really any room on the team for him. Illuga doesn’t really do anything for her either way, and will just take away from the rest of the team

You can make a Keqing, Illuga, Columbina, Zibai team. It'll be Keqing's best team aside from maybe Keqing, Columbina, Ineffa, Sucrose.

your best choice of Nod Krai character boosting Keqing is probably Ineffa or Columbina (ideally both) and doing some lunar charged party.
