Er... You're severely misinformed. Haven't resonated Hydro and completed about 95% of Fontaine (too lazy for the last 5%). Resonating does not allow you to go underwater, it's just something you can do. Skirk's quest was the first time I used the Hydro kit and it's funny that it is the preferred kit for Nod Krai and I don't have it.

You can; the cutscene that unlocks the Transoceanic Sourcewater blessing is the one that plays when you first interact with any statue in Fontaine. Doing so doesn't automatically resonate the Traveler with Hydro, for which you instead need to follow the typical procedure of swapping them into the party and fielding them while you interact with the statue.

They're referring to a glitch you could (maybe still can?) do where you would disconnect from the internet when you enter the storm's range which causes the storm to not trigger and you can walk into Inazuma.

Thats how people used to bypass that limitation.
