I only have 3 C1 excluding standard banner characters, that is Xiao, Yoimiya and Nilou.
Yoimiya i got it by luck on her first banner and Xiao and Nilou i got from the cons event so... Of these 3 Nilou C1 is the best one imo, it increases the duration of her hability and increases the dmg, but i wouldn't waste my primos for that honestly.

C2 Citlali and C2 Xilonen have been the best supports for my account. They revived a lot of my old characters. I even got more cons for them on later banners. But I don't usually pull characters unless I'm pulling C2 anyway.
I feel Chasca is the best C2/C3 ***relative*** to her C0. She goes from mid to very good.

Furina C3 is excellent - newer meta is getting away from her, but she brings older teams and characters to reasonable level for the current meta.
Lauma C1 provides healing, which is really nice - but shes much more restrictive on teams and thus powercreep will hit her hard when meta changes eventually imo.
Generally supports > dps. Supports will be more universal, will generally have value longer, and will allow more team comps. DPS units are kind of dime a dozen, except rare cases like Mav, Neuv, Arle, or (back in the day) HuTao. Powercreep and meta shifts comes for DPS first, so supports are more important to invest in - unless youre really attached to certain DPS in particular

Actually you need both support and dps units. I suggest just go for the meta support/ dps such as Furina mavuika xilonen neuvillette. Fun fact, you only need 2 strong hydro and pyro dps unit to defeat all enemies. Example c6 arle and c6 neuvi.

Less relevant now in the age of Lunar Crystalise, but I'm so glad I went for Chiori C1. It means she can be on any team regardless of Geo constructs, so now instead of a res shred 4th slot option I'll go for her with another Geo somewhere instead.

Every single one of Furina's constellation is a massive buff, if there is one five star worth C6'ing it's her. She does litteraly everything.
Aside from that, a lot of characters have extremely powerful C2's. Mavuika, Citlali, Xilonen, Nahida (less so these days), Columbina, Nilou... that tends to be the universal sweet spot.

On Xilonen's debut banner I got two of her in one ten pull, so I eventually wanted to get her C2. Then I did, and it's felt really good for a lot of my teams, especially for Itto because now I can run him with Xilonen and Gorou and he actually does respectable damage. Although her electro buff is definitely underwhelming.
Speaking of, I got C1 Itto from Temper Thy Fate, it's really satisfying being able to get 6 7 or even 8 charged attacks in one combo.
I also got C2 Kazuha, but it hasn't seen much use recently because sometimes bursting is a DPS loss even with it lol.

Her electro buff is pretty great for Flins. Makes it possible to use his big burst and mini bursts, or just build less ER% and more damage stats

C2 Citlali and C2 Furina for me. Together both give powerful buffs to teams with Pyro, Hydro, Cryo, and even Electro from the latter to a lesser extent. No regrets whatsoever
