At first I was so confused as to why there were windwheel asters in Fontaine, but then I remembered they were planted there in a quest which is why they were there.

What quest are you referring to? I won't be getting around to clearing Fontaine until I've fully Liberated (and pillaged) Nod Krai and Natlan.
