My point is that, before rolling, this piece wouldn't stand out at *ALL* to me if I was looking for a piece to level up. In fact, this is the sort of piece I regularly send to the strongbox.

No. Not really. Think about it. You already have a fixed main stat which eliminates the first RNG roll. Why settle for less? Sure you have 40+cv but your still missing 3-4 rolls worth of good stats because you're settling for shitty stats besides crit.
Just because a piece has a decent amount of Crit doesn't mean its a godlike piece. Id argue this piece would be good if it was a circlet and the main stat was crit rate but its only a feather. Thats probably one of the easiest artifacts to come by so why settle for less?
Istg, people who actually think this piece is godlike are the same people who complain why they dont reach single digits in akasha.cv
To make it even easier for you. You can use akasha.cv to rate your artifact and tell me if its even remotely close to being a godly artifact. Not that you're supposed to treat akasha as a bible but its still a decent benchmark you can base your artifact's strength.
Dont get me wrong. The artifact is good. But is it notably worth a post with a caption HOLY MOLY. No. Maybe the fact that everything went to crit? Sure, lucky. But the artfact still remains the same. Just decently good.

It's not about competition. To put it into perspective. Imagine someone posted on reddit. HOLY MOLY CHECK OUT MY CRAZY LUCK. And the post is about OP picking up a few dollars off the floor. Sure, that's pretty lucky. But like is it CRAZY LUCKY as your post entitles it as? No. If you picked up an entire briefcase of cash with a note saying its yours now. Now that's CRAZY LUCK.
