Assuming that the drop odds from Stygian are the same as from Domains, there's a 6.5% chance of getting a second artifact along with the guaranteed first artifact. For this to happen three times in a row would be 6.5% raised to the third power, or 0.027%.
That's closer to 1/4000 than 1/8000, but the one you're responding to might have just been estimating. Or maybe the odds for Stygian are different, and I'm just unaware of it.
