if you don't have any cryo at all then yes, you might find some use for him. Cryo infusion might help somewhere

I’m doing the same. I have no real interest in him, but I do like filling out my roster. Ningguang and Beidou are already C6 anyways.

His signature move infuses everyone's weapon with cryo (if melee). The only one who would want that is cryo characters, but the good ones (the ones who actually use normal/charged attacks) have their own infusion so it's redundant.

You’re supposed to use it with a non cryo character like Bennett without C6. That way Bennett’s E melts all the time.
In IT you can use the cryo application for the various reaction buffs.
