Most of the skins we have for all the characters, we never see them use again outside of the flagship event they came out in.
Only exception is Hu Tao and Xiangling in a few anecdotes, and the censorship skins for mona,jean and rosaria.

1) The outfit is optional, some people might prefer the default.
2) Not everyone is going to be at the same place in the Archon Quest, especially given you don't need completion for events (LR only needs completion of Mondstadt).

I think they still need to upgrade the "old" outfit because it's gonna be so clashing when the siblings gonna met again (or Hoyo will go with making rendered cutscenes with old skins while in game cutscenes would work with both which will suck ass).
Also I prefer the blue Lumine but the everything else is just too good quality in new skin to pass on. (but there are people who have stronger will than me)
