* Il Dottore/Maestro - The False Moon God.
* Sauron - The giant eye in Kipumaki Cliff.
The fourth one could possibly be:
* Darth Vader - He made that thing and made it look like the moon to try and destroy Teyvat.
* One Integer - A contract villain who was imprisoned in the moon by Four Integer, but cut a hole in the moon and escaped.
