This is Lilith, a puppet character taken in by Chiori. She was created by well... Il Dottore, she's a Dendro Delusion user but has an Electro Vision, she used to call Dottore fatherly names before he thought she wasn't perfect and abandoned her in Fontaine, Chiori made her dress, the clock part is her heart, the stitches are on purpose.
