But even if you remove her burning requirements, all she has to offer is off-field damage, and she is good... but is she "insanely" good?

Yes.
Of course her burning team setup is optimum, but her consistently strong dendro damage and application while remaining off-field is incredibly good even in a non-burning team. The range of her elegy is a lot further than most people think so having to reposition it is also a pretty rare thing.
Also, just a side-note; my main team is a burning team. 😁

I don't have Emilie, so i might miss something, but gcsim doesn't really shows her "incredible power" in numbers.
Then I checked her base modifiers, and her turret deals 286% every 1.5 seconds. Escofier deals 204% every second. Escofier beats her on skill damage even without her res shred passive... And escofier isn't really a damage dealer, damage from her always been considered a "nice bonus".
Burst? Okay, it's 1480% against 1008% from escofier. But pretty sure that during those 3 seconds her lvl 2 tower absent, so escofier deal 3 ticks during that and still outdamage her...
Okay, emilie also has passive that deals 600% atk at 2 scents, but it's 1 scent per 2 seconds, so activation on 4 seconds mark. And it's damage that isn't considered a skill damage, but i guess it doesn't particularly matter, unless she for some reason uses golden troupe instead of reverie.
So all in all she does like... 6740% in 19 seconds, with 4884% from escofier. The whole 38% more damage than escofier, sounds pretty strong is it? Nope, not at all. After all, as i said, it's just escofier - in skirk team she does like... 10% of team contribution.
Even without team restriction on burning, do i really think that Emilie is outperforming with that kind of damage? No, not at all. Do dendro have an ability to significantly raise that damage like melt or vape? No... wait, we have the spread reaction! Buuut, emilie can't even use it, since duh - burning.
However i look, it doesn't sound particularly good for an off-fielder that can't offer anything other than personal damage, and gcsim teams look even worse than i expected from theorycrafting. Am i missing something?

Friend, I’m at work posting in the few minute intervals I have between jobs. I gave you brief, casual summary of how she performs as an off-field dendro applicator. Which is a job she excels at. If you want to min-max damage and percentages to the nineteenth digit of Pi then I can’t help you. 😅

Okay, fair enough. If your measure was just "best off-field dendro dps", then i wouldn't even argue - she indeed is. But since it's just a lack of competition and incredibly tight teambuilding, won't make her an "insanely strong" character. But whatever, i guess i was too heated over nothing.

I would say the bar is higher than that.
I'd say "filler character" means that, but also that they were the featured 5\* for a patch that was also filler, perhaps in an event that was filler.
