Keqing could be good for you since you’ll be able to start getting the lvl 95-100 material when you get future dupes of her. Shenhe would be good for your friend if they still use Ayaka often

It doesn’t matter that much. You’re not at any crazy breakpoints for any of them, so just get one for a character you still use. It’ll be better than nothing

All things being equal, getting that last Keqing constellation will help with leveling characters, since future versions of Keqing from the standard banner and 50\50 losses would give you materials to level past 90.
All things not being equal take the con for whoever use.
