Yes, you need to unlock the clothing by wishing or crafting(their outfit is a 5star lunar outfit so wishing)
Then just dress up and add mannequin to your party like other characters work.
They are a sword user characters with incredible quick attack speed, skill can be used to infusion your weapon with elemental swings or use the burst.
Your mannequin element is the same as your traveller, just a different attack, skills and bursts.

Once you reach a certain level in milliastra, the manekin can be ascended to 90 10/10/10 for free. You'd have to give it a weapon and artifacts but even then they're not meant for anything other than onfielding/driving for your friendship team and looking pretty.
