She is in the standard banner pool too. Hoyo just gave one of her for free to new players so that they would have a solid generalist character that can mostly sustain herself and act as a tank. If you really want her just get her there. Not like blue fates are super valuable anywhere else.

She should be. I doubled checked online and you're guaranteed to get her on your first 10 pull. Your second should be a random 4 star character. It's definitely how I got her back in 2020.

That's what I've been trying to tell you this whole time. The beginner wish is the banner with Noelle on the cover that you can only do 20 total wishes on. It looks like this.

It says on the cover that your first 10 pull guarantees Noelle.
