You don't understand what is hard pity, hard pity is the 90th wish, not 74th to 89th, that's soft pity.
Hard pity is incredibly difficult to reach, the chance is about 1 in 13 million.

18 ten pulls still doesn't mean hard pity, in strict terms. You'll need to check your wish history to see if you actually hit hard pity. Else it was still a soft pity because the chances for a 5* are the same from 74th to 89th pull.
