They fill entirely different roles, who told you one was "better" than the other?
If you get Columbina you are enabled to use every Lunar reaction by just having her around, if you get Zibai you get a Lunar Crystalize damage dealer but you'll need one other Lunar character to use that reaction to the fullest (Aino, Illuga, etc). C is support with some damage, Z is all damage.
Either choose based on personality and design or based on what you benefit more from across your whole account, I'd argue. For instance if you lack supports and have... an electro attacker, or a bloom team, then C probably helps you more. Or if you have zero offense oriented Geo characters, Z is your better pick. If you still can't pick, well, might as well flip a coin lol

They're used in the same team. Zibai as the DPS and Columbina as the support.
But if you don't have any lunar DPS at this point, then Zibai is a better pull for now because Columbina is basically useless if you don't have lunar DPS, while Zibai can use Aino until you get the chance to pull for Columbina on her future rerun.

How much do you care about endgame? If you don't, then pull what you like and have fun.
Also, are you considering Zibai because you like her design/gameplay, or just because people say she's better? As a DPS, you should only pull for ones that you enjoy playing, not just "I heard Mavuika is the strongest DPS so I got her, but I can't do her combos and I hate her stupid motorcycle"

Columbina give you 3 Lunar Reaction in 1 package.
Zibai if you don't have Lunar Dps since you basically get her entire "f2p" team package on her banner (Aino, Illuga, Gorou).
Depends on who you like more or who you need more in current situation.

Considering Lunar Bloom does almost nothing without Lauma, and Lunar Charge does the same as Electro Charge without Ineffa and Flins' combined buffs, honestly Lunar Crystalize is the only Lunar reaction worth using over its non-lunar variant anyway, so might as well get Zibai and have a good Lunar Crystalize team than 3 mediocre alternatives.

If you want a character you have fun with, just get it, meta doesn't pay for itself.
That said:
Columbina is the support for ALL lunar 5 stars.
Zibai is the geo lunar dps.

Neither is that good alone
Zibai needs Columbina, Columbina needs another Nod Krai 5-star.
If you must pull only one right now, get Zibai now ***and get Columbina on her rerun in a few patches***. If you don't plan to get Columbina down the line, don't waste your time with Zibai.
The only reason you'd go this way and not the other way around (Bina first, Zibai on rerun) is because Columbina will rerun sooner and Zibai alone can at least be pretty effective with Aino and Illuga in her team. Columbina alone is really just a mediocre hydro applicator.
If you already have litteraly any other Nod Krai five star though (flins, nefer, ineffa, lauma) get Columbina.
