If you're asking purely meta wise, then I would recommend to wait and save.
You don't need zibai since she is going to fight over Never for a lunar hydro support (Aino, and if you get her eventually Columbina). You also likely don't have enough pulls for Illuga and his cons.
You lack some of Neuvillette's best teammates (Kazuha, Ineffa) so I wouldn't recommend him either.

try more on columbina if you dont get her just skip both zibai and neuvillete
