But the other part that is wrong with this logic is assuming that their only goal is to maximize sexiness, when it could literally just be that they think showing skin here and there is just more aesthetic, not just trying to be sexy

Most of Lauma’s sex appeal comes from her shape, demeanour and movement. Cover her up without obscuring her shape and she retains like 90% of her sex appeal (she would literally be a “sexy nun”).
The main reason Arlecchino is not “conventionally sexy” is because she has strong elements of masculinity in how she presents herself, which is one of the things Arlecchino fans find sexy.
Xianyun and Yelan are decent examples of how to make a character sexy with moderate but deliberate amounts of exposed skin. You don’t significantly add to their sex appeal by showing more of their skin (in fact I think Yelan in stockings had more sex appeal than Yelan in skirt and bare legs).

When I saw Zibai's back for the first time, I was ECSTATIC. Unfortunately her front and silhouette is just like 90% of Hoyoverse female designs. While I kinda mind the unnecessary sexualisation (especially because the sexiness - or lack thereof - of an outfit can tell so much about a character and having everyone be sexy is a missed opportunity), my problem is really with the repetitiveness.
