They're not THAT bad but you'd probably improve her in an instant if you switch out either for another glad piece.
The problem with the goblet is that you're severly lacking crit rate and it provides very little of that (and it has no ATK%). The sands gets saved a bit by having so much crit rate but 25CV on an ATK sands just isn't that much comparatively.

The number on the top left corner is called Roll Value, it looks at all useful stats for the character and assigns a value from 0 to 900. Obviously the higher the value the better the artifact is. You're severely lacking Crit Rate, you want a lot more than just 73%, I'd target 90% minimum while keeping your CDMG at the same 1:2 ratio.

More farming, 27 useful substats is low. You want artifacts with as many rolls in to Crit, ATK%, and EM as possible. You'll also want to be as close to 100% Crit Rate as possible with a good distribution of stats.
You're on Akasha, so you should be able to look at [top Arlecchino builds](https://akasha.cv/leaderboards/1000009612/) and see what they have that you don't.
