Illuga: you REALLY want to get Illuga in the banner. Since you haven't picked up your free Aino and don't have Jahoda. You also skipped Columbina so there's that.
Aino: She is free and you get a copy at the start of the Nod Krai AQ. For every team where you don't use Aino, you **have** to use Illuga.
Funrina: Only usable if you have Illuga. Also paired with Jean though Barbara could be a better sub.
Zhongli: pair with Xingqui and Illuga for more Lunar Crystalize.
Xingqui: BiS 4\* since you don't have Columbina or Yelan. But you really need Illuga for this one.

Zibai's best team without Columbina will be on her banner: Aino, Illuga and Gorou. Gorou can be exchanged for a defensive utility character, like Zhongli.

then you should consider trying to pull columbina first, she makes zibai a lot stronger and is still available today. You'll then have 3 weeks to gather gems to pull zibai too. Zibai+colombina is stronger than c1zibai+aino or zibai with sig + aino
