Night sky is his best artifact set so that really only makes the first two a consideration. I would say the first one should be better as atk% should be better than an em circlet. That being said, I would definitely keep farming as all of your artifacts could improve.

Thanks for the input! I'm actually in a bit of a dilemma. I feel like I really need the Energy Recharge from that feather, but at the same time, I know the other stats on it aren't ideal for my damage. Do you think it's worth keeping the 'bad' stats just for the ER, or should I sacrifice the energy for better offensive stats?"

Your feather is actually pretty good. You could consider keeping it or only replacing it if you get something better. I think Flins needs between 130-140% ER ideally anyways. After that, crit ratio is most important. Then atk% followed by EM. EM is even less important for Flins artifacts if you are running sucrose. So just keep those stats in mind as you are building him. Obviously, none of your artifacts are bad. They could just be better. And Flins is worthwhile to invest in.
Edit: I think your circlet is probably the only one you should actually replace for cdmg circlet, maybe your flower if you could get some more ER or atk% on it. But your other artifacts are all pretty stellar.
