I had the exact same problem.
Both my Bineffa are C2R1s, but no optimized artifacts yet. Tested a bunch and here are the top 4-star teams:
* Team 1 (Ineffa Carry): Sara + Sucrose + Bineffa (170k - 200k DPS)
* Team 2 (Swirl LCharged): Ifa + Ororon + Bineffa (150k - 170k DPS)
You have other teams you can make with your 5-star main DPSes, but I focused on lower-cost teams.

Cons over weapons always. You should only pull in the weapon banner if: a) you can guarantee pity; b) you know what you're doing.
