Is this chest unobtainable now?

So recently I decided to go back and 100% the exploration in Natlan after putting it off for a while but I ran into this. It seems to be under the alter but I can't find any ways to get to it since I can't rotate the stair ways anymore. Is there another entrance I'm just not seeing or is it gone for good?
