There is a hidden seelie in that room, inside a chunk of ice that can be thawed with pyro. Use elemental sight to find it easier, it'll be a slightly different color than the decorative ice chunks and should be against the wall.
The seelie will open the gate, giving you another red stone to break the ice chunks. There's another seelie behind the ice inside the gated area - if you free it first, the red chunk behind the gate will respawn, so don't worry about what order you do that!
