EC, bloom and crystalize were bad reactions and needed a buff. Vape and freeze do not. That's the reason.

The actual freeze reaction isn't that good, and the immobilizing element rarely comes into play nowadays, but cryo-hydro teams themselves are great as of now thanks to the Escoffier + Furina core. Lunar freeze would send Skirk teams to the moon.

I don't understand what you're saying or what your point is. Escoffier, and to a lesser extent, Skirk, made cryo-hydro teams really good. You can't realistically buff freeze via lunar freeze without also buffing those team archetypes, and said archetypes are already meta if not meta-adjacent.

I'm saying that lunar reactions are not very strong so lunar freeze wouldn't meaningfully improve the team. It's like overload in Chevreuse teams is mostly irrelevant.

I mean bloom as the first part is great (hyper/burgeon/nilou) and I would argue that for this reason base bloom didn't really need a buff. Freeze needed the buff much more but they were probably scared of lunar skirk

Nope. Vape is an amplifying reason. Lunar Freeze will never exist because of Skirk and Escoffier, it's not like it needs a buff. Freeze isn't where bloom, crystallize and electro-charge were.

Nobody played Electrocharge, bloom or "cristallize" teams, excluding Nilou players. Vape is already a top tier reaction and Freeze... well, we got Escoffier/Skirk who don't really care about freezing enemies since everything will die in a short time and we're on our way to CRYO NATION, of course they'll add new mechanics around Cryo element.... Shatter, Superconduct, Freeze, maybe some new "mechanics" about cryo and dendro... who knows.
Meta is already done with 3 lunar reactions and the "Hexerzinkle" lie. They could have created a good niche for Hexerei teams but at the end of the day they're just vapes, swirls, etc with some small and average buffs.

Considering that Arlecchino uses the power of the iridescent moon and she also acquired the moon marrow, it's only a matter of time until they update her kit for lunar vape.
It wouldn't make sense to have a character like Nefer who is sumerian and has no connection to the moons deal lunar damage when a character that used that power ever since she was a child cannot do that.
